Papua New Guinea (PNG) is the Pacific’s largest country with one of the world’s lowest rates of energy access (13%). To address this development challenge, Australia, Japan, New Zealand, and the USA joined hands with the PNG government in late 2018 and signed the PNG Electrification Partnership.
Several pockets of extremely high energy poverty persist throughout the region, most notably in its largest and most populous country, Papua New Guinea (PNG). By recent estimates only 13% of PNG’s population is connected to reliable electricity, predominantly in urban areas.
A 2009 report provided a comprehensive account of PNG’s power generation . Nearly 40% of the total installed capacity of 581 MW was generated from hydroelectric schemes while the remaining was sourced from thermal power stations relying on diesel, gas, and heavy oil.
The primary purpose of the Partnership is to support PNG to achieve its ambitious goal of connecting 70% of the population with reliable electricity by 2030. But fulfilling these aims will be a complex, confrontational and resource intensive task. The Partnership clearly has implications beyond PNG.
